Strengthening Local Self Governance

This project aims to strengthen grassroots democratic institutions in Garhwa District, Jharkhand, focusing on 14 Gram Panchayats in Chiniya and Ramkanda blocks. It seeks to empower communities, particularly PVTGs, to plan and manage resources in line with local needs and traditions. The initiative enhances local governance, promotes community participation, and connects vulnerable groups with government welfare programs.

LOCATION – CHINIYA & RAMKANDA BLOCK OF GHARWA DISTRICT, JHARKHAND


The program aims to strengthen grassroots democratic institutions by equipping them to deliver

services effectively and ensuring they genuinely represent the population. It is being

implemented in partnership with Sahbhagi Shikshan Kendra, targeting primarily tribal blocks in

Garhwa District, Jharkhand.

By Strengthening village-level democracy, the initiative seeks to empower communities to plan

and manage resources in alignment with their local needs and traditions. The project focuses on

14 Gram Panchayats across the Chiniya and Ramkanda blocks, aiming to enhance local

governance and foster greater community participation. Special attention is given to Particularly

Vulnerable Tribal Groups (PVTGs), connecting them with government social welfare programs.

The four major objectives that will aid in achieving the desired vision of the program are

mentioned below:


  • Strengthening Gram Sabha and standing committees

  • Strengthening tribal culture, traditions and supporting PVTG families in emergency needs

  • To claim community and individual forest rights

  • To ensure pension, health, nutrition, and employment through social and economic security schemes and Health Mission


Possible Outcome


  • The goal is to establish vibrant, effective, and functional Gram Sabhas in 63 villages across 14 Gram Panchayats in the Chinia and Ramkanda blocks of Garhwa.

  • To strengthen tribal culture and traditions in all 63 villages by actively engaging local youth and committees, focusing on 100 PVTG groups (20-30 members per group), and providing them with support during emergencies.

  • 30 CFR will be submitted with post claim 10 management plans.

  • Ensure that all eligible families left out in 14 Gram Panchayats, who have been deprived of government schemes and services like old-age pensions, widow pensions, disability pensions, ration cards (NFSA), and Jan Dhan Yojana, are identified, enrolled, and provided with the benefits.
