Mainstreaming Disaster Risk Management into Local Development Processes for Uttar Pradesh

Introduction

Uttar Pradesh has an estimated 190 million inhabitants and a size of 243.286 km2. Huge parts of Uttar Pradesh are located in the “flood plains”. 27.000 km2 of area is annually affected by floods. As a result more than 21.1 million people are annually affected by flooding leaving back the vulnerable families in the jeopardy of survival due to this high frequency disaster.

In order to address the issue of Disaster Management in wholesome, SSK collaborated with UNNATI and made an initial assessment of flooding pattern, existing coping mechanisms and rehabilitation needs of the region. Based on assessment study, Bahraich District was identified as the pilot experimentation site to address the issue of flood Disaster. The district is characterized by very high annual flooding caused by heavy rains and discharge of excess water from river Ghaghra. In the wake of massive flood in August 2007, which displaced around 2000 people of the district, immediate relief operations in technical guidance of UNNATI was carried out in six blocks of the district.

The social and geographical situation in the project area and the missing DRR focus on local government level despite the high vulnerability can be seen as representative for many flood affected regions in India. The project aims to address this problem beyond the project area by developing preventive coping models and spreading them to relevant stakeholders.

Following the analysis of the previous project another project titled “Mainstreaming Disaster Risk Management into local Development processes in Uttar Pradesh “for next 15 months has been launched in the month of June 2009 with technical support from UNNATI with the funding support of DIPECHO through Malteser International, Germany.


The project aims at achieving the following results:

  • Local communities and Panchayati Raj Institutions develop capacities for risk assessment and integrate DRR concerns in their development plans
  • Existing early warning mechanisms are reviewed for all levels and their efficiency and effectiveness is increased for reliable early warning and improved community emergency response
  • Training modules and materials for Community Based Disaster Management Committees -capacity building are developed, tested and disseminated
Under the project one important aspect is to establish a Disaster Management Resource Centre at Lucknow level. The center will provide timely open source information to center staff, its collaborating partners, including the Web based Information browsers. It shall also provide customized information on research and current awareness services such as daily reports and situational reports, to support the information needs at the intervening area.

For effective execution of its role as a Disaster Management Resource Center, SSK shall maintain an information resource center that is comprised of a core collection of materials on disasters, complex emergencies, humanitarian assistance, peacekeeping and relief operations. It will also rely heavily upon electronic means of information retrieval and dissemination for the timely delivery of its services.

One of the goals is to provide open source information exchange and sharing between public, government and non-governmental agencies. To accomplish this, efforts are directed toward creating and promoting an environment that is conducive for open exchange of information in complex emergency and disaster situations. The main objective is to fill information gaps between various organizations and agencies involved in humanitarian and relief operations for better coordination and execution of aid operations.
