Pre Election Voter's Awareness Campaign (PEVAC)
Elections form the backbone of democracy, but democracy does not finish when elections are over. The entire process becomes more important when it pertains to Panchayats, the institutions of local self- governance. Local government have always been considered as reflection of local aspirations and needs playing an important role in planning and welfare of community. The voters’ awareness campaign is not a campaign in itself. It forms a backbone to the intervention, which have to take place in the process of strengthening the local self governance in rural areas. full text
Resource Agency for conducting Training of Trainers on Local Self Governance and Capacity Building Training of Elected Women Representatives (EWRs)
Objectives of the capacity building program are :- To understand the learning needs of the elected representatives particularly women; To understand region specifice needs of the elected representatives so as to improve the effectiveness; To develop comprehensive training module and course content in local and easy language; To develop cadre of trained human resources at field level; To promote political participation of women elected representatives. full text

Training of Accredited Social Health Activist (ASHA) on the “Postpartum Home Visits” in Sure Start U.P.
Sure Start is an initiative intended to catalyze sustainable improvements in maternal and newborn Health (MNH) through effective community action in selected districts of Uttar Pradesh and urban sites of Uttar Pradesh. Migration Information Centre Program in Mirzapur (Supported by UNDP)
There are over 200 million migrants in India (NSS). An analysis of the Census 2001 data indicates that during 1991-2001, about 61 per cent migrants moved within the districts, 24 per cent within the states and 13 per cent inter-state. Migration is seen as an independent individual risk factor for HIV in a wide range of settings. Migrants may face exploitation, harassment (including sexual), poverty, low status, disempowerment, segregation, isolation, job insecurity, stress (mental and physical), gender imbalances, increased alcohol consumption and discrimination. Mirzapur district of Uttar Pradesh is badly hit by the problems of migration. Hundreds of people migrate every year to different places in search of livelihood and provide better living to their family. But, they themselves become vulnerable to different situation and diseases like HIV/AIDS. full text
Yamuna Action Plan (II)
YAP II is one of the important projects, being implemented by U.P Jal Nigam through its Project offices at Ghaziabad and Agra. It is being implemented in 3 States of the country (Haryana, Delhi and Uttar Pradesh) and within UP, 8 towns viz Agra, Mathura Vrindavana, Etawah (all under Agra region) Muzaffarnagar, Saharanpur, Noida, Ghaziabad (under Ghaziabad region) have been selected where river Yamuna passes through. During the first phase of the programme it came out that the river water pollution cannot be lowered down without the active participation of the citizens. Therefore in YAP phase II a special component named as Public Participation & Awareness component has been brought in wherein NGOs are partnering to work at the community level on different identified themes. full text
Building Community Resilience to Flood Risks in Kaisarganj Block, U.P., India.
Bahraich District of Uttar Pradesh, situated below the boarder of Nepal, is a high flood hazard zone. The districts get flooded when there is high rain in the upstream of rivers in Nepal, and especially when there is overflow discharge from the barrages in the Indo-Nepal boarder. Bahraich District and especially Kaisarganj Block were submerged by flooding from the Ghaghra river from end of July to September 2007.
SSK Interventions
Training in Flood Resilience using life jackets, rowing boats and rescue operations during floods, using life buoys to save the drowning person, first aid training and saving the lives, theory of and information on motorised boats, driving lessons on river Ghaghara for trainees, bringing people to the bund from villages, saving live-stocks with help of life jackets- using techniques explained during the training for flood resilience, helping old aged people to reach to safety.
Flood Relief Program in Kaiserganj, U.P.
In the end of September month, major flood divested the area of Behraich district. It was the first time that the flood came in the month of September so people were not in preparation for the flood situation. This time, the water released from the Nepal dam was 1 lakh CUSEC which was very high as compared to the release of 2007.
SSK Interventions
As the Population data of 5 project panchayat was available with the team, it was decided to distribute the food support to 800 families affected in the flood from project panchayats. Before distribution of
the food kit, beneficiary cards were distributed to the families and asked them to collect the food kit on pre decided date and time from the Kaisarganj office. It was done for the proper and peaceful distribution of the kit, as the experience of Government is not good in food distribution in village or on Bund. Food kits were packed and transported to Kaisarganj from Lucknow.
Bihar Flood Relief Programme 2008
On 18th of August 2008, the dam in Nepal Kusaha breached causing devastating floods in five districts of Bihar (India). As a result, the river Kosi changed its course several kilometers to the East flooding the border area in Nepal and five districts in Bihar, India. In India, thousands of villages are affected in the rural and semi- urban districts of 1) Araria, 2) Supaul, 3) Madhepura, 4) Saharsa and 5) Purnea.

A joint assessment visit to the affected area of the Bihar. Representatives from Malteser International, SSK and a local partner agency in Bihar - Mahila Chetna Vikas Mandal (MCVM)

did a joint assessment exercise in early September’08.The assessment team found the situation to be grim and alarming. Once the assessment exercise was completed, detailed planning of the concurrent relief operation was done on September’08. Considering the immediate requirements of the people living in the temporary camps, it was decided to provide relief items of three categories – i) for temporary shelter, ii) water and sanitation items and iii) kitchenware for food management. Malteser International representative Mr. Florian contacted his HQ with a request to mobilize funds for relief work. Malteser International HQ in turn sent an immediate request for funds to the Federal Foreign Ministry, which was approved. Considering the funds mobilized for the purpose, it was decided that these items shall be distributed amongst 1200 families of different villages residing near Kataiya powerhouse in Basantpur block of Supaul district after properly identifying and registering the beneficiary families.
Flood Relief Programme
Out of the floods which affected 22 districts in UP, SSK took up one district, viz Bahraich, bordering Nepal, near the Ghagra river.Beharaich district is the most backward district of U.P. and is prone to flood as the district is banked by the river Ghaghara. It is unfortunate that every year the government fails to take preventive measures.
SSK Interventions
Looking at the situation SSK along with its partner organizations (working in the affected regions) launched Flood Response Program in Beharaich. The details of the interventions are as follows :-
Selection of beneficiaries
Process of procurement of Food and household material Kit - A four-member purchase committee was formed comprising of partner organisations and representatives of SSK. Major task of the committee was procurement of food and household items.
Distribution Process of relief material - To avoid duplication as well as to facilitate quick distribution of relief material token was issued to each beneficiary family. During the distribution process all stakeholders were involved which included government officials and elected representatives.
In each block, 100 most badly affected families i.e. those who had suffered heavy losses of land, crops, animals, houses, etc were selected. The selection was done through dialogue with the community and physical verification. A Situational Assessment of the area had been carried out earlier.
The following items were distributed: Rice, Flour, Porridge, Grams, Pulses, Mustard Oil, Towel, Cloths, Torch with 2 Batteries, Salt.
Backward Region Grant Fund (BRGF) in U.P.
Preparation of District Vision Document (Perspective Plans) for the 11 th Five year plan period and Annual Plan for 2007-2008 for the ten districts covered under Backward Region Grant Fund (BRGF) in U.P. The Government of India has introduced Backward Region Grant Fund to readdress regional imbalances in development. The fund will provide financial resources for supplementing and converging existing development inflows into identified districts.

To promote equity & equal access to all opportunity under government framework.To strengthen SC women and men leadership in Panchayat and municipality with special focus on women.

Mobilising Citizens Leaders for Strengthening Panchayati Raj Institutions
This project of SSK was supported by Canada Fund for Local Initiative and Canada International Development Agency (CIDA). Strengthening of Panchayati Raj Institutions has been one of its important and abiding concerns.
SSK Interventions
SSK has been already doing this -through its extensive campaigns at the time of panchayat elections, programs like aamna-saamna which bring candidates face-to-face with villagers and in other ways. This project explores an additional way of improving PRIs by keeping their elected representatives on their toes. This objective is sought to be achieved by mobilizing several socially conscious citizens for an active and effective role in ensuring good governance and development practices in villages.
