As far as the entire assignment is based on developing
course content for elected representatives so the objectives
for the proposed assignment can be described as follows-
- Understanding the learning needs of the elected representatives
particularly of women and dalit leaders.
- Understanding region specific needs of the elected representatives
so as to improve their effectiveness.
- Develop comprehensive course content in local and easy
language to be used during training of elected representatives.

a) Overview of Panchayti Raj with background /history
of PRIs in India & Uttar Pradesh including 73rd Amendment.
b) Core course content on State specific constitutional
provisions for Gram Panchayat and:-
i. Role of Gram Panchayats in Planning including role
of Gram Sabha & convergence of resources.
ii. Role of Gram Panchayats in implementation & monitoring.
iii. Role of Gram Panchayats in ensuring Accountability
and Transparency (including Social audit, Right to Information
& Consumer rights).
iv. Role & responsibility of Gram Panchayat in proper
financial management and account books keeping.
c) Core course content on State specific constitutional
provisions for Kshetra Panchayat (Intermediary Pancahayat)
and:-
i. Role of Kshetra Panchayats in Planning & convergence
of resources.
ii. Role of Kshetra Panchayats in implementation &
monitoring.
iii. Role of Kshetra Panchayats in ensuring Accountability
and Transparency (including Social audit, Right to Information
& Consumer rights).
iv. Role & responsibility of Kshetra Panchayat in
proper financial management and account books keeping.
d) Core course content on State specific constitutional
provisions for Zila Panchayat and:-
i. Role of Zila Panchayat in Planning including role of
District Planning Committee & convergence of resources.
ii. Role of Zila Panchayat in implementation & monitoring.
iii. Role of Zila Panchayats in ensuring Accountability
and Transparency (including Social audit , Right to Information
& Consumer right).
iv. Role & responsibility of Zila Panchayat in proper
financial management and account books keeping.
e) Core course content on promoting/building effective
leadership among Elected Representatives of PRI.
f) Core course content on various central and state
sponsored schemes implemented through Panchayats.
g) Core course content on Functional Literacy.
h) Core course content on Computer training to enable
concept of e-governance.
i) Core course content for training of functionaries
of PRIs on PRIASOFT accounting software.
j) Compilation of Government order/ notifications issued
by Government of Uttar Pradesh till date in reference
to the rules made against the relevant Acts
It contribute, directly or indirectly to improve
functions of Panchayati Raj Institutions:
The coming panchayat elections in state of Uttar Pradesh
will welcome fourth tenure of panchayats. The over the
span of 15 years panchayats have gone long way and have
grown into accountable institutions of governance. Due
to coming up of major flagship programs roles and responsibilities
of panchayats have broadened. Apart from this financial
responsibility of panchayats have also increased many
folds.
Taking stock of this change and makeover of panchayats,
elected representatives need to be oriented and sensitized
with new vigour and with new content as well as knowledge
so that they are able to handle the new responsibilities
with new vigour and confidence. The course content hence
developed will address the newer issues and eventually
lead to better functioning of panchayats and further enhancing
the overall function of Panchayati Raj Institutions.
